With 30 years dedicated to Public Education, Dr. Scott Fritz is passionate about making a difference in the lives of children. Dr. Fritz joined the Early Learning Coalition of Orange County in June 2022.

As the Chief Executive Officer, Dr. Fritz oversees more than 641 early learning child care programs and 170 employees. He is responsible for the proper investment of more than 50 million dollars in state, federal, and local funding to benefit Orange County families.

The Early Learning Coalition of Orange County works to connect families to financial aid, parenting training, child care assistance, and other services while supporting child care providers with coaching and resources to maintain high standards of care. The goal is for every child to enter Kindergarten with a strong foundation.

Before joining ELCOC, Dr. Scott Fritz served as the Superintendent of the Volusia County School District, leading district-wide initiatives to improve student outcomes.  In 2021, the National School Public Relations Association named Dr. Scott Fritz one of the Superintendents to Watch. Dr. Fritz was recognized for his innovative and effective use of technology to engage and inform the school community along with expanding two-way communication and outreach efforts.  

Dr. Scott Fritz also held the role of Chief of Staff for Teaching, Leading, and Learning at the Osceola County School District, following a five-year tenure as Chief Academic Officer at Orange County Public Schools. His journey in education began in Hillsborough County, where he advanced from Special Education Teacher to Principal, with a focus on building inclusive learning environments.  

He holds a Doctoral of Education from the University of Central Florida, and a specialist degree in educational leadership from Nova Southeastern University. At the University of South Florida, Fritz earned a master’s degree in special education and a bachelor’s degree in sociology.  

Dr. Scott Fritz is married with two children and resides in Central Florida.
